PROPERTY ACQUISITION OFFICER (Band 7) (VACANT) (TEMPORARY)
Salary Range – $3,501,526 – $4,709,163 per annum and any allowance(s) attached to the post.
JOB SUMMARY
The Government of Jamaica (GOJ) wishes to establish a Project Management Unit (PMU) within the Rural Water Supply Limited (RWSL). The PMU will be responsible for the management and implementation of the Rural Water Supply Improvement Project which is to be financed by the Caribbean Development Bank (CDB). The project’s overall objective is to contribute to increased water security in rural communities and contribution to sustainable livelihoods in Jamaica. The expected outcome of the project is increased water reliability and access to improved, safe, climate resilient potable water supply services in targeted rural communities in Jamaica.
The Property Acquisition Officer will be responsible for coordinating and overseeing the acquisition of all properties under the project, whether they be privately owned, or owned by the Commissioner of Lands to be developed as sites to house water supply infrastructure that will be handed over to the National Water Commission (NWC). He/she will function consistently within the various Acts of Jamaica and Government policies and will liaise with the NLA on property acquisition matters. The Property Acquisition Officer shall report to the RWSL’s designate and/or the Project Manager (PM).
EXPERIENCE & EDUCATION
- Bachelor’s degree in Land Economy and Valuation, Estate Management, Property Management, Real Estate Management, Land Use Planning or equivalent with a minimum of three (3) years’ relevant work experience.
- Working knowledge of Geographic Information Systems (GIS).
- Ability to use Microsoft Office Suite.
TECHNICAL COMPETENCIES
- Ability to negotiate effectively with landowners, government agencies, and other stakeholders.
- Knowledge of land acquisition laws, property rights, and environmental regulations.
- Experience in managing project timelines, budgets, and resources.
- Strong verbal and written communication skills for stakeholder engagement and documentation.
- Accuracy in recording land-related information and maintaining proper record.
DUTIES & RESPONSIBILITIES (includes but not limited to)
- Conduct valuations and surveys required for land acquisitions.
- Liaise with the NLA representatives concerning properties to be acquired.
- Collaborate with local authorities, community representatives, and landowners to explain project objectives, address concerns, and negotiate land acquisition terms.
- Maintain records of any transactions made regarding the land acquisition process. Ensure compliance with relevant laws, regulations, and environmental requirements
during the acquisition process.
- Maintain accurate records of land transactions, contracts, and agreements.
- Work closely with various project stakeholders to align land acquisition with project timelines.
- Visits sites with Engineers, Surveyors and Government personnel, if necessary, to
determine details of properties/property rights to be acquired or under investigation
- Prepare submissions to the National Land Agency for approval to acquire land on
properties owned by the Commissioner of Lands.
- Review Sale/Lease Agreements to ensure documentation reflects the terms negotiated in
executed Sale/Lease Proposals.
- Prepare regular reports on land acquisition progress and challenges.
