MANAGER, HUMAN RESOURCE MANGEMENT and DEVELOPMENT (Band 10) (VACANT)

Salary Range – $6,333,301 – $8,517,586 per annum and any allowance(s) attached to the post.

 

JOB SUMMARY

The strategic objective of the Human Resource Management and Development Section is to build and maintain a highly skilled, motivated and performance-driven workforce that supports the effective delivery of Rural Water Supply Limited’s mandate. The Section ensures that all HR policies, systems and programmes promote organizational development, operational efficiency, compliance with laws and regulations, and a culture of professionalism, accountability and continuous improvement.

The HRMD Section leads workforce planning, recruitment, training, performance management, employee relations and HR governance to strengthen organizational capacity and support sustainable rural water development initiatives across Jamaica.

 

KEY DUTIES & RESPONSIBILITIES (includes but not limited to)

  • Supervises staff within the HRMD Section, provides coaching, assigns tasks, monitors performance and evaluates work quality.
  • Develops operational plans, work schedules and targets for the Section to ensure timely delivery of HR services.
  • Oversees the preparation and monitoring of the HRMD budget, ensuring prudent use of financial and material resources.
  • Establishes HR service delivery standards, workflows and internal controls to ensure efficiency, accuracy and compliance.
  • Develops, interprets and updates HR policies, procedures and guidelines in keeping with GOJ regulations, labour laws and RWSL’s organizational needs.
  • Leads workforce planning exercises, advising management on staffing gaps, succession planning priorities and future manpower requirements.
  • Coordinates full-cycle recruitment and selection activities, ensuring transparent, merit-based and compliant processes.
  • Designs and implements structured onboarding and orientation programmes to support smooth assimilation of new employees.
  • Manages leave administration, attendance systems, timekeeping records and other personnel-related documentation for the Section.
  • Supports the Senior Director, Corporate Services with HR matters relating to organizational culture, staff morale and change management.
  • Ensures that disciplinary actions, investigations and other employee-related matters are documented and handled equitably.
  • Represents the HRMD Section at meetings, workshops and consultations in a professional and service-oriented manner.

 

EXPERIENCE & EDUCATION

 

  • Bachelor’s degree in Human Resource Management, Public Administration, Business Administration or related field
  • Seven (7) years’ experience in HR management, with at least three (3) years at a supervisory level
  • Training in labour relations, HR development or organizational development is an asset
  • Experience within the public sector or a regulated environment is preferred
