MANAGER, STRATEGIC PLANNING (Band 10) (VACANT)
Salary Range – $6,333,301 – $8,517,586 per annum and any allowance(s) attached to the post.
JOB SUMMARY
To strengthen RWSL’s organisational effectiveness by leading the development, coordination and monitoring of strategic and operational plans; ensuring alignment with GOJ priorities and rural water sector policies; supporting evidence-based performance management; and implementing a robust Enterprise Risk Management framework that safeguards the organisation’s strategic, operational and financial integrity.
KEY DUTIES & RESPONSIBILITIES (includes but not limited to)
- Oversees the preparation, quality assurance and maintenance of planning and performance documentation.
- Leads the development, review and periodic update of the Corporate Strategic Plan in collaboration with the Managing Director and Senior Management Team.
- Guides Divisions in preparing annual Operational Plans aligned with the organisation’s strategic priorities.
- Ensures planning processes comply with PBMA Act, FAA Act guidelines, Vision 2030 Jamaica, Medium-Term Socio-Economic Framework (MTF) and Parent Ministry directives.
- Develops frameworks, templates and guidelines to standardise corporate planning processes across RWSL.
- Prepares monthly, quarterly and annual performance reports for the Managing Director, Board and Ministry.
- Identifies performance gaps and recommends corrective actions or strategic realignments.
- Leads RWSL’s Enterprise Risk Management (ERM) Programme and ensures compliance with GOJ standards for public bodies.
- Develops ERM policies, frameworks and procedures to strengthen organisational resilience.
- Prepares quarterly and annual risk assessment reports for the Managing Director, Board and Parent Ministry.
- Conducts research, benchmarking and strategic analysis to support policy development
- Prepares technical briefs, Cabinet-level analyses, sector papers and strategic documents as required.
- Supervises the ERM Analyst, ensuring clarity of roles and performance standards.
- Represents RWSL at Government of Jamaica planning, M&E, policy and risk management forums.
EXPERIENCE & EDUCATION
- Bachelor’s Degree in Public Administration, Management Studies, Economics, Planning, or related field
- Master’s Degree in Management, Planning, Public Policy, Economics or related area (asset)
- At least five (5) years’ experience in strategic planning, corporate planning, monitoring and evaluation, or public sector management
- Training in Enterprise Risk Management (required)
- Experience preparing strategic plans, operational plans or performance reports
- Experience in a public sector or GOJ-regulated environment (asset)
- Training in project management, policy development or statistical analysis (asset)
